There was a grocery store in town. Many mice lived in this grocery store. The food was too much for them. They ate everything and destroyed the rest. They also waste bread, biscuits, and fruit from the store. The shopkeeper was really worried. So he thought to pet a cat and leave it in the shop. Only it was the solution which could keep his things safe from the rats. The cat also could have a wonderful time to catch mice and enjoying their flesh.  
The shop owner purchased a fat cat and left her in the store. Throughout the night, she killed the rats and ate had a good meal. Now it was not easy for mice to move freely. They were scared that anytime cat could catch and ate them.
The mice could not survive so they planned to do something. They arranged a great meeting and called all the members. All of them chanted and requested the participants to suggest pieces of advice on how to get rid of this cruel cat.
"We must get rid of the cat. Can anyone make a proposal?" Asked one rat who was the most senior.
A smart mouse stood up and said, "The cat moves smoothly, which is the real problem. We cannot listen to her feet voice and thus she at once grasped us. If we can tie the bell around the neck, then things will be excellent. We can find when the cat moves.”
"Excellent. This is a brilliant idea.” Declared all rats. A wise old mouse slowly got up and started, “No doubt. This is excellent. But who can bell the bell?"
After a few moments, there was no one to answer that question.

Moral. Null solutions have no value.
